There is no denying the authenticity of the “Garci” Tapes showing conspiracy to commit fraud in the May 10, 2004 elections. The details mentioned in the tapes, from names to numbers to places and events, correspond without question to actual names, numbers places and events that had their own notoriety during the election proper and, eventually, during the national canvass.

Consider the portion of the tape that has to do with the municipality of Tipo-Tipo in the Province of Basilan. “Garci” and his lady phone pal with the gravelly voice expressed concern over the fact that a lady member of the Board of Canvassers of Tipo-Tipo was now in the protective custody of the camp of Fernando Poe, Jr..

The lady had rushed to Manila together with another lady member of the Board of Canvassers of another municipality in Basilan. Both of them were running scared from a local political warlord who was securing all copies of the ERs and SOVs. One of them was intercepted by the other side upon her arrival in Manila. The other was more fortunate: She was rescued by a member of the FPJPM and promptly placed under their protective custody. She detailed everything she knew, and turned over the election returns (ERs) and the statements of votes (SOVs) by precincts. Without hesitation, she put them down in affidavit form.

While the canvassing in Congress was going on, she surprisingly ended up on the other side, and what followed was a testimony to the power of power: she executed an affidavit alleging she had been abducted and forced to execute an affidavit detailing fraud that, according to her, never existed. Two lawyers were charged for allegedly abducting her, and that prompted the walkout of all lawyers for candidates FPJ and Loren Legarda on June 19, 2004.

The concern of Garci and his phone pal was not unfounded: the lady had with her the complete set of ERs and SOVs by precincts for Tipo-Tipo, and she could spill the beans on how they committed fraud in Tipo-Tipo. The lady had to be silenced, according to Garci, and that could be done by gathering the members of her family to convince her to return and keep quiet about the whole affair. They had been looking for her, and somehow she had to be silenced. True enough, with their resources, they traced the lady and were successful in “convincing” her to turn against her erstwhile protective custodians. What is in Tipo-Tipo that made Garci and his phone pal shake to their boots? The ERs and the SOVs by precincts turned over by the lady show the following:

Res ipsa loquitor! Now, you know why Congress did not want the ERs to be opened. These figures should have been presented during the National Canvass, but then the FPJ lawyers had walked out before the results from Basilan were to be canvassed. The Presidential Electoral Tribunal was to be the next forum, but the protest of FPJ has since been junked. Hopefully, there will be the People’s Electoral Tribunal, where the ERs and SOVs of Tipo-Tipo along with the other towns in Basilan, will be presented as exhibits of fraud, after Cebu.

Before my office gets ransacked again - by the way, the evidence are no longer there - I am bringing the figures out now, and I have four (4) copies of them.
